Outlook express address book backup.

Note: This is the file "~", not a file with the extension ".~". This is a backup of the outlook express address book. It should have the extension .wab but doesn't owning to a bug in a patch released by Microsoft.

Can you add to this? Do you know of any applications not already listed which will work with .~ files, view .~ files or open .~ files?
