A .pmf file is a pseudo meta file. This is a binary file used by ACTIVE Solutions "Provider" product, which is part of their "Total Solution Mapping" suite of applications. This binary file contains vector mapping information. Each .pmf file contains all the vector mapping data required to draw a single map layer on a map.
