Pointy Haired Boss. Refers to the Dilbert character's pointy haired boss.

Dilbert is a popular comic strip authored and published by Scott Adam's. It features "Dilbert", an intelligent IT geek. In the Dilbert comic strip the pointy haired boss is Dilbert's ineffective (idiotic) manager, who has an undeserved high opinion of himself. The Dilbert comic strip is popular because it frequently uses themes and ideas recognisable by many in their own workplace.

For a manager to be likened to the PHB is therefore far from complementary.
